Melted chocolate and fat-free sweetened condensed milk make a fudgy layer in these yummy bars. From eatbetteramerica.

makes:16 bars

1/2cup semisweet chocolate chips
1/3cup (from 14-oz can) fat-free sweetened condensed milk (not evaporated)
1cup Gold Medal® whole wheat flour
1/2cup old-fashioned or quick-cooking oats
1/2teaspoon baking powder
1/2teaspoon baking soda
1/4teaspoon salt
3/4cup packed brown sugar
1/4cup canola or soybean oil
1teaspoon vanilla
1/4cup fat-free egg product
2tablespoons old-fashioned or quick-cooking oats
2teaspoons no-trans-fat stick margarine, softened*
1.In 1-quart heavy saucepan, heat chocolate chips and milk over low heat, stirring frequently, until chocolate is melted and mixture is smooth; set aside.
2.Heat oven to 350°F. Spray 8-inch or 9-inch square pan with cooking spray.
3.In large bowl, mix flour, 1/2 cup oats, the baking powder, baking soda and salt; set aside. In medium bowl, stir brown sugar, oil vanilla and egg product with fork until smooth; stir into flour mixture until blended. Reserve 1/2 cup dough in small bowl for topping.
4.Pat remaining dough in pan (if dough is sticky, spray fingers with cooking spray or lightly flour fingers). Spread chocolate mixture over dough. Add 2 tablespoons oats and the butter to reserved dough; mix with pastry blender or fork until crumbly. Drop small spoonfuls of oat mixture evenly over chocolate mixture.
5.Bake 20 to 25 minutes or until top is golden and firm. Cool completely, about 1 hour 30 minutes. For bars, cut into 4 rows by 4 rows. *Only use margarine with at least 65% vegetable oil.

chewy and chocolatey
My two kids and I really liked these. Sure you can taste the wheat flour, but they're sweet adn chewy with a lot of chocolate flavor. Even better the next day or when you actually wait until the bars are completely cool as the recipe instructs. My husband thought they tasted "healthy, but good." I would give them 5 stars, except that my husband didn't go gangbusters over them. The kids and I didn't mind though because we were fighting over the last few.

I made these bars last night. My husband, a lover of all sweets, loved them. My vote is a big "yes" too. You have to have some fun planned into your healthy way of eating. These fit that bill!

I didn't have any condensed milk so i used 5 floz skim milk. That made the chocolate a little runny. The first oat base for the bars was a little skimmpy too and it didn't cover all of my 8 inch pan. The topping was also lacking so I made more plain oatmeal using 1/4 cup oats and 1/4 cup skim milk and some water then spread it on top. The end result was delish though.

These bars are excellent. My mom used to make something similar, but these are much healthier. I added 1/4 natural peanut butter to the chocolate sauce. My whole family loves them!
